JOB GOAL:

To promote the academic and social emotional development of each student and the continuous improvement of the school as a whole.
Directs all special education services in the district.
Plans and coordinates District student services and programs, including, AODA, psychology, social work, mental health supports, positive student behavior, nursing, and counseling. Develops policies, recommends programs and implements procedures.
Regularly evaluates programs and services for compliance with policies/regulations as well as effectiveness in reaching goals.
Provides input in the development of the student services budget, researches and develops funding sources, writes grant applications and administers funds, completes financial and program reports as required and/or requested.
Coordinates the implementation, monitoring and evaluation of Positive Behavior Supports and the Student Behavior Education Programs.
In collaboration with community partners, coordinates mental health services/supports for students.
Coordinates all instructional services, serving as district assessment coordinator, teacher evaluation coordinator, implement & monitor district curriculum adoption
Oversee all state and federal grants, Title I -IV.
Leads and coordinates new educator mentors and new educator induction.

JOB DUTIES:

Evaluates District and School Special Education programs and monitors the implementation of special education and compliance with regulations in each location, for the purpose of carrying out and achieving objectives within the area of responsibility.
Facilitates meetings and processes, for the purpose of implementing and maintaining Special Education programs and services of the district which achieve desired objectives.
Manages fiscal resources from District funds and special education grants, prepares budgets and directs spending, and monitors maintenance of effort, for the purpose of fiscal efficiency in providing required services.
Sets staffing levels for school district special education programs for the purpose of providing services with fiscal efficiency.
Directs personnel, for the purpose of delivering services which conform to established guidelines.
Manages special education complaints, for the purpose of providing required services. Coordinates with outside agencies to provide services to students and staff, for the purpose of offering appropriate services.
Directs the Medicaid Administrative Claiming process and direct billing of Medicaid-eligible special education services provided by the district, for the purpose of gaining fiscal resources.
Writes drafts of District Board policy for special education as is needed or required, for the purpose of assuring program consistency and compliance with state and federal rules in all locations.
Maintains a high level of knowledge regarding developing special education issues, changes in the laws and case law, and educational methods of educating students with disabilities, for the purpose of managing an excellent special education program. Incorporates policies and procedures in accordance with laws and regulations. Ensures that all practices in the district are legal and ethical for each student/family so that each child has the opportunity to achieve at a high level and be prepared for post-secondary success.
Student Accountability. Ensure the School District of Cambridge is prepared for assessment and administration of all required assessments. This includes:
1. preparation of staff regarding confidentiality of assessments
2. train staff for proper administration of all assessments
3. ensure lawful accommodations are provided for special education students
4. coordination of technology requirements including the final upload of student data
5. ensure that all assessment data is validated by us before final publication by the state
6. accommodations completed and submitted to DPI for each of the assessments (Forward, DLM, ACT) according to the timeline needed
Serve as EPIC (Effectiveness Project Implementation Coach) - oversee Educator Effectiveness including meeting with the principals, monitor progress, attend state meetings to ensure compliance with all mandates.
Conduct State Reporting - Ensure our data for state reporting is in alignment with other state systems.
Ensures that all grade level and course scope and sequence is aligned to the standards. This necessitates that our teachers have the professional development and tools to provide high quality instruction at the developmental levels of their students.
Provide assessment data and analysis to building administrators on an ongoing basis for increased student achievement.
Approve all Purchase Orders for curriculum materials and coordination of professional development.
Oversee coordination between the Birth - 3 Program.
Works with interagency teams from both Dane and Jefferson counties for the delivery of services to students and families such as mental health, family services, extended services for special education, parenting classes, and health.
Coordinate curriculum, assessment, and special education grants. This includes ensuring that they are in compliance with state requirements and expectations.
Leads/coordinates PK-12 professional learning for instructional services and student services staff.
Responsible for Special Education Open Enrollment approvals/denials/recommendation limits and reports out on those limits, in coordination with the district office, to the Board of Education.
Leads new educator induction program, including supervising new educator mentors.

MINIMUM QUALIFICATIONS:

Current valid Wisconsin Department of Public Instruction administrative certification in the respective classification. (DPI Code 10 – Director of Instruction and 80 - Special Education License)
Three years of successful teaching experience.
Three years of successful administrative leadership experience.
Demonstrated leadership experience that drives school improvement.
Demonstrated commitment to excellence with equity and a sense of urgency towards closing the achievement gap.
Training, experience, and expertise in the following areas of education: working within an instructional team, standards-based instruction and assessment, culturally relevant and differentiated instruction, and technology skills to enhance professional learning and instruction.
Demonstrated ability in the use of data to improve student learning and in the design and implementation of professional learning experiences to enhance adult use of student data to improve practices and drive school improvement.
Demonstrated ability to establish relationships with students, staff, parents and the community.
Demonstrated experience with District-wide improvement initiatives.
Demonstrated facilitative leadership in District-wide endeavors.
Evidence of excellent: oral, written, computer, and web-based communication skills; organizational and group facilitation skills, communication skills among diverse audiences, including students, staff and community partners.
All positions require experience working cross-culturally and/or commitment to work toward improving one's own cultural proficiency i.e., valuing difference/diversity, recognizing personal limitations in one's skills and expertise, and having the desire to learn in these areas.

DESIRED QUALIFICATIONS:

Leadership experience in an administrator, management and/or similar position within the field of education and/or prior experience leading a school
Experience with Special Education programs and inclusive education
Demonstrated ability to effectively supervise and evaluate professional staff.
Demonstrated ability to know and use appropriate community resources for students and families.

TERMS OF EMPLOYMENT:

Twelve-month contract with 4 (four) weeks vacation. Salary to be established by the Board of Education.

EVALUATION:

Performance will be evaluated by the Superintendent in accordance with provisions of the Board’s policy on evaluation of administrative staff.

SUPERVISES:

All PK-12 special education teachers and paraprofessionals, district counselors, district psychologists, district social worker, district nurse, dean of students, reading specialist, interventionists, new educator mentors.
